I guess that is the case as they have run out of pairs. But with a T1 in place 
shouldn't the third party internet provider be able to easily change the 
signaling to PRI without even involving Bell Canada? do you think there is some 
company bureaucracy that plays here or is it that Bell has to actually do 
something on their end as well to change this T1 line into a PRI.
Change from:Site - Cisco Router + T1 interface > Bell providing lines - third 
company T1 interface providing internet
To:Site - Asterisk+PRI card > Bell PRI equipment > third company PRI equipment
I am wondering if Bell is even need to put PRI equpiment in between or if they 
their loop equipment to third company is able to connect either of internet or 
PRI over the same equipment which makes more sense to me as Bell is only a 
connect point and it's only a pair of cables and nothing else.
