That's technically not true. I've never seen an instance of this in
production, but I have used Adtran boxes that supported partial T1's in
which some of the channels were voice and some were data. (though I only
ever used the entire T1 for voice.)

Whether the telco would be able to do this is a completely different story I
imagine.
