The T1 probably needs to be re-terminated and will certainly need to be re-programmed at the CO.

So they've got some work to do to make this happen, but they don't have to roll a truck to your premises.

Actually, they probably will roll a truck in order to verify the circuit is good, and re-label the PairGain (smartjack), but they won't have to install any hardware.

their loop equipment to third company is able to connect either of internet or 
PRI over the same equipment which makes more sense to me as Bell is only a 
connect point and it's only a pair of cables and nothing else.

Bruce, they may be telling you this because they have ran out of pairs
to the target unit and the exsisting pairs are leased by a 3rd party.
