PRI is not a "form of T1". It is a flavour of the ISDN protocols that
can run over a T1 (it can also run on an E1).
So any T1 circuit is suitable for PRI, as long as the hardware/software
at both ends is able to provide a D-channel (and associated signalling).

Typically PRI hardware is more expensive than T1 hardware. (At least from my
