Bruce, they may be telling you this because they have ran out of pairs
to the target unit and the exsisting pairs are leased by a 3rd party.

They are just complicating and delaying the whole process even with my option of converting T1 to PRI.
Any thoughts? it will help me understand the feasibility better and maybe train
those lazy order managers on it.
