I think the statement is stronger than that.  Even with a powerful
stereo system playing at full volume, -144dB is about 15-20dB below the
most optimistic thresholds for human hearing (that's the threshold for
hearing a pure tone in an otherwise absolutely silent room).  So even
if the volume quantization distortion isn't broadband it cannot
possibly be audible.
