Steve/Empirical audio does recommend the use of DACs with I2S input.
They have one DAC and can modify DACs I think. The Pace Car can be used
without any modification to the source component also. In that case, the
clock that is moving bits out of the FIFO buffer gets adjusted
periodically, but this "period" is at a very low frequency compared to
what a PLL does. 
Ofcourse, components like Pace Car are a "bandaid" to bad clocks in
transports. Ideally, we all would like to see transports/streaming
devices with I2S outputs. Ofcourse, not having I2S is not enough, the
clock should be of high quality as well (i.e intrinsic jitter should be
low as well).
Actually, I would go for the Pace Car if Empirical audio would mod by
Panny digital amplifier receiver with a clock or I2S input as well
(probably not now when all my savings have taken a beating :-( )
(BTW, driving the transport from the DAC is to mainly not to use the
extracted clock from the SPDIF connection.)
