I don't care who says it, that's only correct in a highly theoretical
sense. The lowest 3 bits of the 24 are pure noise. The next 3 contain
signal+noise that is so low no-one can hear it (unless there is nothing
else happening).

The real-world upshot of this is that volume can be used judiciously
without any detrimental impact. Just as well really... how do you think
levels are manipulated on the recording?
