John I wasn't debating the NPRM issue, merely correcting a comment made by Derek. It seems that there is still some confusion out there with respect to the recently promulgated procedures for AEFs.
As for the NPRM, it is merely a proposal. The Minister has asked for it to be withdrawn but CASA took it upon themselves merely to extend the response time. Presumably when the election is over, he or his successor will see that CASA complies. The definition of "commercial purposes" can be found in CAR 206. Specifically, CAR 206 1(a)(vi) includes all flying training (with a few exceptions) under that definition. What needs to be addressed are the CARs, so that the definition of "commercial purposes" can be more specifically aligned to "hire and reward" type operations and exclude the type of training found in the usual GFA club system.
