Mainly because of this:

It's much easier to have a "full and frank exchange of views" when you
know you're not doing it in an archival medium.
I suspect DVD's, etc will suffer from similar issues.
GFA isn't the only organization facing this -- You don't think you actually
get the real, complete, unsanitized opinions of an ATSB investigator when
you read their reports, do you?
