There has been much research into this topic. As alluded to by others.
On a blue sunlit sky, strobe lights are pretty useless. Strobe lights work best under flat lighting conditions. Passive reflection of sunlight should catch the eye and requires no electricity. Has anyone ever considered holographic tape that flashes different colours (it is often seen on birthday cards etc.). Or even a small fixed disco mirror ball attached to the top off the fin (you can get small ones for budgie cages). The eye is better at picking up a relatively moving object than one that is stationary in the field of view.
