That would be the arse of the horse that draws the zeppelin, no doubt!
CASA is required to have all its regulations drafted by the
Attorney-General's Department - and is a constant source of
wonderment to the Canadian who heads up the Branch where those rules
are managed. But then, for the road rules we have the Highway Code
because the legislation is too unintelligible to be useful to any motorist.
The answer was in the Ding Duck "Swamp" cartoon from Gary Clarke many
years ago:
Instructor: "Does anybody understand the Civil Aviation Regulations? Smith?"
Duck Smith: "No."
Instructor: "Correct."
At least sport & rec aviation will be able to write their own
document to contain the rules that apply to them for lots of the
things they do.

You have it the wrong way round, Ian. Bureaucracies implement new
systems in order that staff give the impression of activity.
Achievement is not a requirement.
