For us operators, I really think it is quite simple ... just do what the GFA requires (ie observe the requirements of AN84) and if there are issues between the GFA and CASA, let them sort them out.
AN84 Issue 2 was released on 7th April, 1998 and the pre-amble states ..."The confusing matter of external markings has now been resolved ..." I don't think as operators we need to look past the GFA airworthiness system. Maybe the GFA board members and office bearers do, but not us. If you import a glider into the country, the GFA gives you a copy of AN84 with the requirement to ensure the glider has registration marks applied accordingly. I don't know what could be more simple.
