I was going to comment on AN84 in my previous email but decided
against it as it would have muddied the situation.
AN84 (like all ANs) is a guideline and advisory only. It came about
as GFA (were forced?) to issue an AD requiring full rego markings on
all aircraft*. I am not sure what legislation was current then as the
GFA AD was about 1990 and the the existing "part 45" is part 45 of the
CASR 1998, so it was some other rules that were in effect then and
have since been superceded by the predessesors of current legislation
(whew).
Anyway, upshot is, AN84 is a guideline based on GFA interpretation of
the rules "back then" and not the current legal requirements. If you
followed them you would still be within the legal requirements now (I
think). However, the actual legal requirements are laid out in CASA
regs and as we see they now differ to what was needed "back then".

*I still remember making full VH-Gxx marks for the fuselage of a
Blanik from black contact and painting the required letters under the
wing when the AD came out. Then the AD was repealled and I needn't
have bothered (!). As far as I know, my "bodgy" contact letters are
still on that Blanik, so I have no qualms about using proper sign
writer cut lettering these days.
PS This isn't me being totally anal about these issues, I do recall
dealing with the AD/AN when they first came out and even now the H17
will need correct rego marks applied this year when I refinish it. I
also guesssed that the exemption document I mentioned earlier was
related to a NPRM, but hadn't looked. Good to get the reference from
Wombat. I'll look it up in the next couple of days (I will be very
pleased if I don't have to put marks under the wing as I want to do a
clear fabric finish)

I believe that GFA AN84 is an agreed set of differences / exemptions
from the existing part 45.
The proposed new part 45 as mentioned by Wombat actually includes
all of these and goes further - removing the need for under wing
markings and halving the minimum height of the vertical markings.
It doesn't specifically cover competition markings, but they are
permitted from the clause that permits other markings provided they
can't be confused with a registration.
