I can it only describe for a German WinXP. I hope you will find it in
other languages.
Right click on the Windows Desktop > last item "Eigenschaften" > forth
tab "Darstellung" > upper button "Effekte" > fifth checkbox
"Fensterinhalte beim Ziehen anzeigen"
If you have not checked it, than windows like navigator will not dock by
dragging.
