I found the option you mentioned and more important: it worked. Now I
can dock the window(s) of OOo by dragging them.

I think the 'window manager settings' mentioned is the Display
Settings in Windows XP, reached from the Control Panel. I am not sure
of the english terms (I have a swedish system), but it should be
something like Appearance -> Effects. There you can check/uncheck
"Show window content during drag and drop". It should be "checked"
for docking the windows in OOo
