BTW, I do have the Adobe PDF printer file driver option for my Writer app, but that's because it works with the printer setup for most applications. But, I'm concerned about the general situation for one's system that does not have Acrobat installed.

I think people used to be able to download the Adobe PDF printer driver from the Adobe website, to install if they didn't have Acrobat itself. Perhaps that's still available from Adobe, at least for Windows? I haven't checked.

Doesn't help Linux users, but it's a start. And I don't know about Macs. It's been years since I paid any attention... not since I started using OOo... which is fine unless it turns out that I can't get my books done through Lightning Source without using Acrobat. BTW, Alan Shepard (who is the guru of all things pod-ish, IMO) says that even though LS say they want Acrobat-distilled files only, that doesn't necessarily mean one can't manage to create acceptable files with other programs. I shall certainly give it a try with an OOo-created file and see what happens!
