There is a "Non-Commercial" variant of the CC license, which says that anyone may redistribute the work, but aren't allowed to make money from it, but this may cause problems in other areas (like how we share revenue from the sale of the books with Friends of Open Document, or something, but I'm not sure how all that works).
The alternative, however, is what Jean already thought of. Since we're all writers we can also practice, which is to spread the word. Kudos to Jean for commenting on the "offender's" own website that the original free version is available.
While there will always be people who want to take advantage of the hard work of volunteers to try and make a quick buck, we do have the means to fight back by revealing them. :)
