Using  Xv extesntion for Tv card is vaste of resources in my eyes.
Usualy only one program could use - so you could watch either Tv
or movie with this (yeah some of us like to watch several movies 
at once ;))

Tv card is doing correct scaling and filtering and converting to RGB nicely
itself - no need to let your video card to make the same job....

The best way to watch Tv is to put 800x600x100Hz (for PAL) in your
XF86Config file - thus you will not need scaling and also you
will have 'almost' flicker free picture (as author of Xawtv ignores
the fact the placing image on the screen asynchrnously with
you monitor is the 'right' thing :) - I've tried to make  some widely
accepted standard for vsync device - but everyone just ignored this -
for some time there has been some bright light in the tunnel when 
A.Cox annouced there will be a linux device for this made by someone -
but after half a year - zero progress....

And after all these excuses (which however should give you some good hints
how to use your Tv card) - you are right avicap is buggy at this point
and will be fixed - but currently I'm not sure when this will happen
(Eugene - should I touch this code ? or are you able to check v4l behaviour
for yourself - I guess some part of Xawtv needs to be backported)
