The larger the stage, the slower Flash will render. Also keep in mind you should use MEDIUM or LOW quality if possible, since HIGH will take quite a bit of redraw power. And, if you have alpha channels in your PNG that will also slow things down a bit.
You won't need 20x20 segments if you use the Flash ten version, it will only need one segment, that would be your fastest choice.
