I am +1 to changing the web page at the least. I just took a look and I was surprised at the sheer number of people who AREN'T working on the code. :-(

Some of us sleepers still have an active interest in the project but no time to dedicate. Having those extra unused accounts sitting out there is a security risk, despite the changes made a while back. I'd say ping the sleepers and see if they intend to make an active contribution in the near future. If not, remove them from the list. If they say yes, but still don't commit after a while, remove them from the list. However, reality beats them down often. Getting new blood flowing thru the project is critical to good health IMO! Cutting out all the "sleeper" developers would highlight the real status of the Axis committer community and hopefully that'll encourage more people to become active.
