This does not encourage people to become active. It's difficult for products to evolve when committers just follow their original scopes. It's impossible for outsiders to become insiders when their own necessities are ignored like this.

Perhaps reviewing the submissions and -1'ing them would be better than to keep silent. Otherwise, contributing has no sense, and people give up. This is the fourth case that I'm aware of in axis-dev.
And no, Sylvain, it's not a 'fundamental limitation of the open source process'; quite the contrary. The process is intended to encourage people to submit patches, either to solve bugs or to implement feature requests. This way, it takes advantage of voluntary work. It doesn't always work, however.
