As a possible point of interest, I offer this. While researching immigration records I have found on occasion that some ships came to Providence, RI first, then went on to New York. I also have found that on occasion some went first to New York, then on to Providence, RI. Reasons varied for this like no space at the dock as well as various others. In fact Providence was first used to take on the overflow of ships from New York. As best I can recall there were a number of reasons for people not found. They could have been detained or quarantined In one case one relative was held since they traveled without an adult and no one had yet met them upon arrival. They were recorded on another Ellis Island document. I stumbled on these happenings at various times while looking for my family.
