Yes, I'm aware alien residents were required to register. However, when someone lives in the US for 60 years and doesn't
apply for citizenship, he's probably not filling out draft cards and Social Security either. I believe I've ruled out the Joe M Cotta, Jose Martin Cotta, and Joseph Machado Cotta in Tulare as the one we're looking for. They can all be tracked to future censuses and vital records showing then with other families. Same is true with the brother Frank M ( Courter) Cotta found in the household on the 1910 Kaweah, Tulare census. There are four Frank M Cotta around, none of those line up with the 1888 birthdate, and 1907 arrival.
