I think the everchanging ages on censuses are due to languague confusion
more than anything else.

Thirteen years old with parental  consent was allowed then. My g
grandmother was 13 when she married a 35 yr old in 1909 with her mother as
the witness.

This certificate confirms we are on the right track with the Joe M Cotta
family. When the CCA site comes back online, I'll continue the passport
search to locate them arriving in 1901 .
Does it give the names of Manuel's parents, or ant adresses?
