If you mean the transmigration of souls, no, at least not officially.
I know Baha'is who still quietly believe in it in spite of the
statements in the Writings.
If, on the other hand, you mean a person can appear who has many of
the characteristics of someone who has died, then yes.
Interestingly enough, some data from a study of identical twins
intentionally separated at birth has come available in the last few
years. They indicate that genetics plays a much larger role in
behavior than generally admitted. The psychologist that initiated
the study believed that identical twins should be separated at birth
because, he tho't, there was too much pressure for them to be alike
and therefore they would not be permitted to develop their
individuality. Neither the parents or later the individuals were
told that they were being serreptiously being monitored. As I
remember, for about 15 years before the study was shut down for
ethical concerns. They found that there was an amazing number of
correspondences in mannerisms and preferences.
So if your great aunt Tizzie says, "You're just like Uncle Jack!",
there's a scientific reason. The hypothesis at this point is that
certain combinations of genes will cause similar behavior when the
two people are raised in the same or similar cultures.
