I think you are misreading him. He says the laws are for the whole of humanity (p325), but in context it's clear that he means, they are not for one culture or country but for Bahais from all backgrounds, not just for Westerners or for Persians. He is emphatic on sexual laws. He says that the fines on illegal sex even between consenting heterosexual adults will cause legally imposed fines.
