The name doesn't have to be unique but the external ID must be. When you 
import or update reporters from a file or import raw data or array 
design the external ID is used for matching.

This is because the reporter is used in some other place. In this case 
it is used by a feature on an array design (it's complaining about 
`base2/Feaures`). Have you also deleted the array designs from the 
Trachcan and not just marked them as removed?
