I use it regularly, typically when copying the source of an HTML document. One difference I've noticed between using the menu item and using cmd-n cmd-v is that when I use the menu item, the new document is created with HTML syntax coloring. So perhaps BBEdit peeks at the clipboard before creating the new doc to know what language it is. (I just confirmed this by copying a Perl script and creating a new document by both methods, and only the one created with the menu item had the appropriate syntax coloring.)
