Actually for a Sun workstation or server of most types it's in the
OpenBoot PROM. Shutdown the system and at the OK prompt type 

setenv auto-boot? true

This will set it so that whenever your system goes down for any
reason, except an explicit shutdown, it will try to reboot.

Typing 'printenv' at the OK prompt will show you all of the parameters
that are set in the NVRAM.
