The Transport Tool is only required when you move users between Configuration Databases and does not work on devices with 4.3 handheld code. We are doing the phased process to avoid updating the handheld code on those devices before moving them to the new BES. After calling support, I received the PDF that I needed to send back within a few hours. This might be what you missed. After sending the PDF in for the new SRP, I got the new SRP in 3 days.
