Michael, I believe the documentation is correct - encryption key and policy signatures will change, so you will need to re-activate the users.
Just as a point of interest - why you are so against using transitional (not temporary) SRP and transporter? We moved about 700 users this way without any major issues. You do not need to move them all at the same time, and you have an option of changing policies to match new BES capabilities.
