Not sure what's wrong with your computer. I just test install
both win32 and win64 and looks OK to me. Did you try a clean
install?

On a fresh install both jhs and jqt addons are actually there, but you
need to run from pacman  menu > tools > rebuild all repository catalog.  
This is the same as j801a install where the jhs addons is bundled 
but not displayed inside pacman.

it tried to register the JDLL automation server, but it should be 
$INSTDIR\bin\j.dll thank you for pointing it out, it will be fixed in 
the next release. Anyways it won't affect J's normal working as
what you had tested.

No idea why avast dislike installer, all binaries are copied
from the jsoftware download folder and built on a debian server
using nsis, no windows VM or wine is involved in the building of the 
installer files.
