Thanks.  I have already tried commenting out parts of my startup.ijs file.
As I can't start any of jconsole,  JHS (uses jconsole,  I know), or JQt,  I'm
assuming that,  say,  my JQt specific config file is not responsible.

Anyway,  I had no success with that approach with startup.ijs;  it mostly has definitions of things I use,  but nothing much is actually done. It does allocate
processes with setproc_affin_ but commenting that out made no difference.

profilex.ijs doesn't do much:
   user=.   install,'\user'
and later
  temp=.   user,'\temp'
  config=. user,'\config'

Commenting these out also doesn't affect matters.

The other files in ~user/config haven't been modified recently,  ie not since
I upgraded J904.

I see there's a configure.ijs file in ~system/util ,  but,  along with all the other files in that folder,  I haven't altered it.  All those files have a date-stamp of
9/Apr/22 23:27,  presumably the when J904 files were created,  or when I
installed them.

I don't know where else to look that might have varied the start-up process,  so
don't see how to do a binary chop.

I'll soldier on with J903 for the time being!

Re Raul's comments (below):  Windows permissions are a pain.   I'd
always assumed the ctrl-alt-del
method of summoning Task Manager would bestow admin privs.  Anyway,
reopening it (TM),  forcing
these privileges resulted in the same dialog box,  failing to
terminate.  I discovered the "killtask"
command,  to be used in a cmd window.   There's no trouble closing an
instance of JQt at level 903,
presumably because it's still running;  however, J904 processes (qt or
console) can't be terminated,
even with admin privileges;  it appears that if they're already
"suspended", nothing further can be
done,  bar rebooting. As their memory is displayed as 32k,  I might as
well live with them staying there!

Re Bill's suggestion:

     Can you try start J with an empty profile? eg

     jconsole.exe -jprofile
     jqt -jprofile

Both work!  The sessions aren't usable as all the startup stuff is
missing,  and it's a long long time since
I used native J as it was meant to be!

How can I test what is wrong,  perhaps in my personal set-up?

If you are getting the message "Unable to terminate process - The
operation could not be completed.  Access is denied" from task manager
or process explorer, likely you need administrative privileges to
terminate that process.

If you are using process explorer, you can ask it to restart itself
with administrative privileges by selecting the menu option:  File >
Show Details for All Processes.

(But, I have not yet tried windows 11. I'm sort of waiting for things
to settle down a bit more, before I try it.)
