Not sure exactly what is going on. A bit of info:
The installer does not have a config folder and that version does config from the jconsole start command paramters. The latest version does have a config folder and it contains jhs_default.ijs. If you install and jal update on a local machine you will see the config folder. This is what you need to set up on your server machine and then you need to edit an appropriate copy of jhs.ijs to allow remote users.
