My understanding as well - but creating the edited file:

    ~addons/ide/jhs/config/jhs.ijs

didn't work, that is, I think it wasn't read as the default file 
suggested it would be. Editing the jhs_default file (knowing that the 
next time it is updated my changes will vanish) did get jhs to allow 
access from other than localhost.

Yes, that is the version I picked up. But the restarting bit is where 
I hit the wall - unless I modify the jhs_default.ijs file...
