I think the number of cc email addresses is often a good indicator.  i.e. I add 
myself to bugs that I have an interest in.  I figure that most people who vote 
for bugs also add themselves to the cc list, but also other people only add 
themselves to the cc list.

Granted, occasionally people add themselves to the cc list (eg. sometimes I add 
myself to bugs/enhancements that I don't want to see in the software to track 
their progress), but on a whole, the distinct union of votes and cc's would 
make for a better indicator.

So how does Priority come into play?  Does someone look at number of votes to 
decide priority?  Does a high priority bug get preference to a low priority 
enhancement request, even if it has less votes?
