just force it. i vaguely remember when aol bought netscape and they wanted no matching userids.
it wasn't pretty but they forced people to change. same thing when ebay bought half.com my suggestion: do the common sense thing. use the email addy as the "unique id" for the forums and bugzilla to start with, and then allow people to use whatever meaningless displayed handle for both.
