I'm not sure there's anything wrong with that, but it does need to be
disabled if auto-scanning is disabled.  And I believe it does currently
work this way.

But there's also the -initial- startup scan that happens when the
server is started and it finds no library database.  I think this is
what Phil is referring to.  You don't really want it running until
you've set the location of the music library.  One problem is that
running from an SVN checkout doesn't duplicate the user experience very
well, as the installer always first asks for the music library location
before starting the server for the first time.  Not sure how iTunes and
MusicIP integration work, as I don't use either, but it sounds as if
they're both enabled and could be causing some problems.

With regard to the two types of startup scan mentioned above, my
understanding is that the initial 'no library' scan is via the external
scanner and the 'startup' scan is in-process.  Is it possible that both
are being launched on the first startup?
