I don't think it's insane.  Certainly it would be nice to have a way
browsing only artists that have albums or all artists, or only
composers, or only orchestras, etc.  But for almost all casual users,
this is not a problem at all.
Why do you see it a PROBLEM for your specific needs?  Does it prevent
you from playing something?  Do you really need to do it often?  I
didn't think that you personally ever used Browse Artists.

It is possible to configure the Artists list to show all artists, and
therefore would have all album artists in the list.  it can be
configured to hide a multitude of artists that mostly otherwise clutter
the list, and in most cases, most users prefer that, in that they don't
often Browse Artists to find a single obscure track that happens to
exist on one compilation album.  Browsing artists isn't really designed
for that reason.

That said, SBS is flexible enough to allow third-party plugins to
access the data, as it isn't held as "one master list", and thus
different ways of browsing can be provided.  Custom Browse provides
this.

No it's not.  The artists list is configurable, somewhat.  You
configure what types of artists you want to see in the list, such that
you don't have to filter it every time you want to browse.
It has been designed for browsing a filtered set of albums.  i.e. you
select an artist, and then see only albums relating to that artist. 
For that reason, it's been designed to show only a list of artists that
have albums.
