This morning I checked the scanner log and noticed some legitimate errors related to missing files referenced in playlists. I corrected the playlist entries and kicked off a playlists-only rescan. Well over an hour later, I'm seeing "Rescanning Media Library... Artist picture lookup (1975 of 8526)" with the counter incrementing, but quite slowly.
This is the Music & Artist Information plugin at work, and you can disable this step if you don't want it to load artist information. Please check the MAI options. It should usually be pretty quick if you let the plugin cache the artwork on your disk.
And I'll add a note to my list about not running that scan during playlist only scans.
