After a good bit of research, and finally finding the specification (as
far as it can be called a specification) in Appendix A of the Golden
Hawk Technology CDRWin User's Guide version 3.8 (difficult to find), I
have concluded that "REM COMPOSER" is the correct tag. This is on the
basis that Appendix A documents a set of "commands" (specifically,
CATALOG, CDTEXTFILE, FILE, FLAGS, INDEX, ISRC, PERFORMER, POSTGAP,
PREGAP, REM, SONGWRITER, TITLE, TRACK), and reading between the lines
anything other than this should be treated as a comment, which is what
REM is for. (http://kodi.wiki/view/Cue_sheets provides the best summary
I have found that is still live.)

(I also note, though I don't want to go down that rabbit hole right now,
that CDTEXTFILE could be used to reference a separate file that follows
MMC-3's definition of CD-TEXT, thus COMPOSER could be stored there, but
I don't expect LMS would parse the file CDTEXTFILE references anyway,
even if there was such a file.)

I also reported this to Andre Wiethoff, the creator of EAC, who said
that while he doesn't consider it a bug he has added support for the tag
and it will be in the next version of EAC whenever it is released.

One more thing, supporting the advice above about moving away from
cuesheets or embedding them: EAC did store COMPOSER in the FLAC files it
created, but apparently EAC ignores the FLAC COMPOSER if there is a
cuesheet.
