To give another usage example where I have missed a remove doubles modifier
in the past:

If you deform a (modifier-)subdivided plane into a sphere with simple
deform modifiers, you usually want to get rid of the seam for correct
shading without applying the simple deform modifiers because you still want
to vary the resolution of the subdivision modifier. This is very helpful to
get variable resolution geometry with correct UV-mapping.

So I would find a modifier very helpful, whether it is separate or included
in the decimate modifier.
