The other option for a global .bib file is to put it anywhere you  
want and to set the BIBINPUTS environment variable globally to the  
folder that it is in (or to as many as you like).

I do this with the handy SSHKeychain application, but there are lots  
of ways to do it. eg:

(Don't forget to log out and log back in again afterwards).

eg my BIBINPUTS is set to:
  /Users/james/Documents/University/Syracuse/Bibliographies/bibs/:/ 
Users/james/Documents/University/Syracuse/Research/Paper\ Library/ 
bibs/:/Users/james/Library/Application\ Support/BibDesk:.
