Exactly -- he wants the "and" converted to an "e" or a "y" depending on the 
fact if there's a vowel or a consonant as next letter and he wants that BibTeX 
converts the "and". This can be done via the bst
He doesn't want to use "e" or "y" instead of "and" if I understand him 
correctly. He just wants a conversion "and" -> "e" or "y"
