Indeed a GUI bug. I can repeat this behavior on my system too and agree that either the command should either be greyed out, because inactive or fully active including any keyboard shortcut. The question would then only be what are the conditions to trigger active status, edit window open AND status bar or is an open edit window really already sufficient to make the command active. In my view the status bar should not matter for the menu command, since the + at the lower left corner is in my understanding merely an alternative to the menu command.
