I just found this out yesterday, and plan to take PD to task for this as well.  
My understanding is the person who did this does not ride his bike in this area 
very often, if at all.  For anyone who likes to ride in eastern Dane County, 
getting a paved path out to Cottage Grove is crucial.  The sooner the better.  
I believe this leg is only to get it to Buckeye Road from CGR.  Nonetheless it 
is necessary and shame on PD for saying there is no "demonstrated need," when 
we have been demonstrating the need for years.
