Indeed, 'twas I. A few things to know:

  • It was part of a very long list of areas to look for cuts and in some ways it was included to keep the conservatives from being able to say "they're just anti-car" given the many cuts proposed for construction projects.
  • It wasn't necessarily recommended for cutting, just making sure a need had been clearly demonstrated; namely be sure if you spend money on this trail that people will use it; a path through sprawlland that is nothing more than a nice area for people in SUVs to look at doesn't do much good
  • I got nearly no support for this, it wasn't going to be (and never was) put into an actual amendment.

Sum of above: it was included to spur dicussion about priorities. That it did survive, shows progs and the full council even, do indeed support this kind of spending.
