I guess "putrid air alert days" won't get anyone re-elected) illustrates a "demonstrated need" for EVERY effort to get people on their bikes and out of their cars.
Unfortunately, it is becoming a chicken and egg type scenario as well. During "putrid air alert days", we are advised against being physically active outdoors, but refraining from biking and using motor vehicles contributes to the problem.
