Yeah, that statement stuck in my craw as well. "Demonstrated need"? Look up! Look at this city's air. The disturbingly high number of "clean air action days" (don'tcha love the euphemism? I guess "putrid air alert days" won't get anyone re-elected) illustrates a "demonstrated need" for EVERY effort to get people on their bikes and out of their cars.
